After the success of his mission of rescuing the President's daughter, it's back to work as always. Paperwork, training, interviews, physicals... it never ends. Leon hardly remembered what it feels like to be human... Unless he's with Ada.

He wasn't sure how much time had passed since Spain, but he's glad to see her. After a quiet evening together, she asks him about his health. The doctor just said it was the change in the weather, and... what it always was. The pain, the guilt. There was only so much they could prescribe for it before Leon just refused to take any of it anymore. Ada strokes his cheek and tells him to be good, as if he could be anything else, no matter what it costed him. She had a faraway look in her eye that he noticed she got when she was already miles away from him despite laying beside him.

Just what was she planning?

Standoffish but well-meaning, Leon finds himself the outcast no matter where he is. It’s not that he doesn’t care, but it’s never been easy for him to… connect with people. Always seen, but seldom ever heard, he’s sensitive and tries to do what he thinks is right, no matter the personal cost. With doubt in his gut and a leash around his neck, Leon tells himself that he's content to bear the weight of this suffering, as long as it's worth something...

Leon Scott Kennedy was RPD's bright new recruit at the time of the Raccoon City outbreak. Nothing could have prepared him for the horrors he would endure, and he hasn't recovered since. After doing everything he could to help those around him, it ultimately wasn't enough: Sherry Birkin, Claire Redfield, and himself were among the very few survivors of Umbrella's biohazard disaster.

While his fellow survivors pursued their missions with renewed vigor after the outbreak, Leon felt otherwise. The U.S. government sized custody of Sherry and forcefully enrolled him in a special program where he would work as a covert agent of the president. Kennedy continued to cooperate for Birkin's sake, whose livelihood depended on his unwavering allegiance to the United States and its interests... whether he personally agreed with them or not.

Raccoon City never really stopped following him. He was subjected to ruthless training under Major Jack Krauser, who later went missing after accompanying him on Operation Javier. He would aid in the uncovering of Javier's involvement with the T-Veronica virus and learn of Albert Wesker's dealings with the prolific drug lord.

Time does not heal all wounds. Leon is still extremely distraught over the events of the past few years, knowing little outside of his life as a tool for the government. He's sent on a mission to rescue the president's daughter from Los Illuminados, a cult operating in rural Spain. Just his luck, nothing is ever as it seems; the cult is founded around worship of a virus known as Las Plagas.

They learn that not only is Ashley infected with the virus, but Leon has been too. An ex-Umbrella scientist by the name of Luis Serra gives them access to his lab in hopes of exterminating the plaga within them. His aid comes at the cost of his own life by Krauser's hand, who was working for the cult. After a showdown with the ex-Major, Leon purges the plaga within Ashley before passing out, and when he wakes up, learns that Ashley had eliminated his in return. Leon and Ada team up against Saddler (before going their separate ways) and the island is rigged to explode. Ashley and Leon narrowly escape, heading back to the United States to return home.

After Spain, Ada continues to work under Wesker, despite not giving him his precious amber. A rare, romantic run-in with Leon makes her recall his question to her on the boat: had she changed? With a stroke of her thumb over his brow, she sees the inky lines of the plaga coursing just under his skin. Leon tells her she doesn't need to worry about him, and that it's likely nothing. This only confirms her suspicions.

Old habits died hard.

She gets in touch with Albert Wesker and persuades him to take a look at Leon under the guise of offering Leon up to him as a research subject. A lot can be gained here: Wesker can get new research, Ada can give him the pleasure of the lead, and Leon can walk away fully healed. Can Ada persuade Leon to cooperate and get Wesker to produce a cure... without the cost of her sacrificial lamb's life?

Ada is dry, but playful; blunt, but sincere. As an accomplished spy and mercenary, the true nature of her guarded heart is obscured… just the way she likes it. Her ability to cast off her humanity has kept her alive, but finds herself growing restless in a role she used to embrace. Change is equal parts freeing and stifling; Ada has become uninterested in merely doing what it takes to survive, and ponders what sacrifices must be made to truly live.

Ada's past (and present) are a mystery to all but one other: Albert Wesker. While drawing the ire of the United States government due to her adept mercenary and spy work, Wesker vouched for her abilities to his employers to keep the FBI off of her trail. Wesker saw potential in her during her time affiliated with various crime gangs and small-ops spy missions, enjoying her wit and professionalism. The two forged a complex, mutually-beneficial bond with one another, seeing it as a means of ultimately achieving their own goals.

Relieved to not be in a jail cell, she commits herself to the Organization full time, eventually coming to work under Albert on various missions throughout the course of the franchise. There is a silent respect (albeit mutual distrust) between Albert and Agent Wong, despite it being mutually clear that their own motives will always take precedence. Nevertheless, they make good use of one another and continue their complex, symbiotic working relationship with... benefits.

Wong would go on to provide on-the-ground support as an Umbrella spy (though her loyalty to the company was nonexistent), participating in all sorts of valuable reconnaissance both with and, eventually, for Wesker. The most notable of which was her infiltration of Umbrella's underground facility and subsequent role in the Raccoon City outbreak in 1998. Her short time with rookie cop Leon S. Kennedy in the zombie-infested city resulted in her "death", making her question the means in which she's navigated her professional life thus far.

Albert sends his most trusted confidante to aid in the collection of the amber, a sample of the dominant species of what is known as the plaga. This parasite has the power to control weaker strains of the species and bolster their power at will. She doesn't know what he wants with it, only that he likely shouldn't be the one in possession of it. She doesn't typically allow herself this kind of reflection. Leon had asked her if she'd changed. Did he know how he affected her?

In pursuit of the amber, Ada contracts a plaga of her own from the Black Robe. As the virus began to negatively affect her, Luis was able to mix up a suppressant to halt its growth. This bought her time to confront the beast that infected her and kill it, purging the plaga from her own body. This minor inconvenience wasn't enough to deter her from her mission for too long; after helping Leon a few times along the way, Ada succeeded in capturing the amber specimen, escaping the island in one of Wesker's helicopters. Her destination, however, was a mystery.

He was assigned by the Organization to understand the relationship between the common and dominant plaga. Figuring out how to harness its power of suggestion was more of a... personal endeavor. They had plenty of files to work with after their raid on the island and its laboratories, and while that had been enough for his employers, Albert Wesker wanted more.

Not having the amber was hardly an inconvenience. Like all things, it would play itself into his hands eventually. In order to keep his own interests covert, he couldn't exactly drum up swaths of common plaga host test subjects without drawing the attention of his employers.

Enter Ada Wong, with a sacrificial lamb and an interesting proposition...

Efficent and cunning, Albert is a tool free of the fire that forged it, and grows more powerful - and, blissfully, less human - every day. Predictably cruel and surprisingly playful, he engrosses himself completely in his work with little regard for those around him. He prides himself on his focus; results must come at any cost, even if it means playing yet another role to exploit Ada and Leon. But where exactly does his own humiliating humanity fit into these extraordinary aspirations of his?

A child prodigy and gifted talent in everything he pursued, Albert Wesker worked closely with Umbrella from a young age, assisting in the development of several lethal viruses throughout the course of his life. He befriended a fellow gifted scientist, William Birkin, and worked together with him on development of the T-virus, under Oswell E. Spencer's ever-watchful eye.

Working with Umbrella led him to undercover work for the United States Military, where he operated as a mole for the company for several years. Upon returning, Umbrella assigned him as captain of Raccoon City's paramilitary police force known as S.T.A.R.S. Captain Wesker led the unknowing members of his Alpha and Bravo teams to Spencer Mansion to cultivate combat data on Umbrella's experimental B.O.W.s. He was persuaded by Birkin to inject himself with the prototype virus as an additional survival measure. As the Tyrant impaled him shortly after injection, he was reborn with super speed, strength, and near-indestructibility.

After Umbrella fell (and with death as his cover), Wesker went on to succeed in the capture of several other high-profile viruses: the Tyrant, Golgotha, and T-Veronica strains, becoming a prolific black market arms in collaboration with known criminals like Javier Hidalgo in the process. While he works for the Organization, his own motivations and true loyalties remain a mystery. As he learns of a cult in rural Spain that manipulates the willpower of the locals, his curiosity is piqued, and he sets his sights on the acquisition of what he suspects to be a mysterious new virus.

Albert sends informal confidante and favored agent Ada Wong to assist in the collection of the amber, a sample of the dominant species of what is known as the Plaga. This parasite has the power to control weaker strains of the species and bolster their power at will. Ada recovers the amber but elects to hold onto it herself, rather than give it to Albert directly. Wesker improvises by extracting a sample of the dominant plaga from Krauser's corpse that he collected from the island, ultimately getting what he wanted. He's unbothered by Wong's act of betrayal.
